The owners may have dropped it off on the road. People do that. They need to be more responsible by keeping their pets put up and not let them get loose. I learned that when I was young. He loves the dog and the dog is happy. I so agree with you — I hate all the dogs that were “rescued” in Florida with no effort at all to locate their owners during Hurricane Michael. They got homes, I imagine — but not necessarily THEIR homes. OWO, We all have demons, And sometimes, They win Shirt. Not all vets automatically check for a chip and sometimes they don’t show up, either stopped working or been expelled, it has happened to our dogs 2–3 times over the years now. Lost animals can travel huge distances too, as can stolen ones obviously. I kinda think if the dog got loose and got injured maybe the dog needs a new family.
